PURPOSE OF MEETING:

BOARD OF MUSKINGUM TOWNSHIP TRUSTEES The Muskingum Township Trustee met in regular session on November 6, 2014 at 7:00 P.M. in the Fire Building.

ATTENDANCE:

Trustees: Mike Maniaci, Matt Hittle, Ed Fell. Fiscal Officer: Jason Baughman. Residents: 4 residents in attendance.

October 2, 2014 Regular meeting minutes read and approved.

CHECKS APPROVED/SIGNED:

Checks were approved and signed for payment.

NEW BUSINESS:

Chardon Road Construction: Maniaci opened floor to 3 residents in attendance from Chardon Road. Mr. Turner, Mr. Radcliff, and Mr. Dannemiller discussed the new construction of lock and store storage units taking place along Rt. 60 and Chardon Road and inquired with the trustees about zoning, prior approvals and indicated that their sub-division was part of an association and no one notified the association and residents of their association about this or for prior approval. The residents asked about any EPA rules as they expressed concerns about the installation of water waste and sewer installation and potential damage to the roads as they indicated that the residents and of the association had paid to have the roads asphalted of the subdivision.

OLD BUSINESS:

CAMM Asphalt Restoration: Maniaci indicated that the asphalt restoration is moving along and looks good. Curtis: Maniaci indicated Curtis has returned to work from his surgery. Generator Grant: Maniaci stated he has left messages and have not received returned call from Brian Hill regarding the generator grant. Dresden Road Slip Repair: Maniaci asked Hittle and Fell about pursuing the pylons on the Dresden Road slip or just keep it cleaned out for now and through the winter. The trustees agreed to continue to keep cleaned out. Salt Bids: Hittle indicated at the October meeting he didn't see us on a list he received of approved salt bids for Muskingum County. Maniaci contacted the guy and indicted we had submitted the completed bid paper work, approved resolution and proof of the emailed documents. The gentlemen stated he believed him however did not get the information and unfortunately all orders have been submitted and are closed. Maniaci contacted Cargill but they indicated they could not sale it to us directly either. Maniaci contacted other suppliers and 

proposed we decide an amount to pursue now due to the first come, first serve basis. Fell motioned that we approve acquiring 200 ton at maximum price of $132 per ton. Hittle seconded. Maniaci ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.

Maniaci indicated that he nor any of the trustees were notified prior to the start of construction nor would have any authority to do anything to prevent it due to the township having no zoning restrictions. Maniaci indicated that years ago, before any of the present board members time, a zoning committee was formed and the issue was discussed around the township. The zoning idea was rejected and never made it to ballot. Maniaci, Hittle, and Fell indicated that the association would have to pursue their legal options if so desired and the EPA issues would be handled by the BVA and may be a good route for their association to pursue.

OTHER NEW BUSINESS

Fire and EMS Run: No reports have been received at the time of this meeting. Falls Difibulator Grant: Maniaci indicated that Mark Brown of Falls Fire Department received a grant through FEMA for new difibulators. They can receive a $500 credit for exchange of old difibulator equipment and requested release of our used difibulator to them toward the credit. Maniaci motioned to approve the difubulator release to Falls for the $500 credit. Hittle seconded. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed. Kenlo Woods Road: Maniaci indicated he received a call about Kenlo Road. Maniaci stated that we were looking at chip-seal this spring but would send Curtis to look at what repairs can be done at this time. Township Association gift: Maniaci indicated that in the past we have provided a gift for the meeting. Maniaci motioned to donate a $50 gift card from Bills BBQ. Fell seconded. Hittle ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed. Zoning: Fell received a call from Robinson Trucking inquiring about any zoning. Gorsuch Debris Removal: Fell received call about the house destroyed by fire on Gorsuch and debris removal. Fell indicated they should look at contacting the EPA for proper removal. Saddlebrook Patch work: Fell asked about status of Saddlbrook patch work. Maniaci stated Curtis and Troy was going to take care of this week. Employee Policy and Handbook: Maniaci read and motioned to accept the following resolution: #11062014 Employee Sick Hour Benefits (retroactive to June 1st, 2014):

 1-5 years service (FT employees): Accrue 2 hours per pay period / 24 hours annually

North Vista Road: Maniaci indicated a received call from disgruntled resident about damage to their car due to the bad road conditions of North Vista Drive. Maniaci indicated this was a county road and not the Township. Chugg Run Road: Fell received a call from residents of and concern about Fire and EMS locating residents on Chugg Run Road and wanting to change the name. Maniaci stated the residents would have to petition the county for any change. Adjourn: Hittle motioned to adjourn. Maniaci seconded. All ayed.
