BOARD OF MUSKINGUM TOWNSHIP TRUSTEES

February 4, 2016

PURPOSE OF MEETING:

·         The Muskingum Township Trustee met in regular session on February 4, 2016 at 7:00 P.M. in the Fire Building.

·          

ATTENDANCE:

·         Trustees: Mike Maniaci, Matt Hittle, Ed Fell.

·         Fiscal Officer: Jason Baughman.

·         Residents:  6 resident in attendance.

 

MINUTES:

The January 11, 2016 Re-Organizational Meeting minutes were read and approved.

The January 11, 2016 Records Commission Meeting minutes were read and approved.

The January 11, 2016 Regular Meeting minutes were read and approved.

 

CHECKS:                           

Checks were signed and approved for payment.

 

OLD BUSINESS:

 

HELBLING:                      

Fell spoke with Helbling about drainage and had doubt that Mr. Helbling would do anything with clean-up.

 

GORSUCH ROAD:          

Fell spoke with Falls fire about the property on Gorsuch that burnt down. Fell indicated that an attorney at the annual township conference stated that they can access the property. Fell indicated Joe Hunt was good at getting back with him but continues to say they can't go on the property. We need to inquire with state fire marshal for more information.

 

NORTH VISTA ROAD: 

Fell indicated that there was still drainage issues on the road at North Vista and if the county engineer sign off on it. Maniaci stated that he has no knowledge of it. They will ask us for a letter of acceptance once they approve the specs of the road. Fell would inquire about this with the engineer.

 

TREE ON CONN ROAD:              

The tree on Conn road has been cut down and went well.

 

SALT SUPPLY:                                

Troy and Curtis brought about 3 loads of salt down from the county storage and our building is about 1/2 full.

 

NEW BUSINESS:

 

TOWNSHIP CONFERENCE:     

Maniaci and Fell went to the conference. Maniaci indicated that they looked at a road dura-patcher at the conference. Cost of investment is about $50K. No decision has been made but Fell and Maniaci indicated we will explore our options, material cost and benefits. Maniaci also spoke of an idea of disaster communication plan learned about at the conference. Fell spoke about learning about RUMA (Road usage agreements) and Nuisance properties plans.

 

LTAP:                                                  

Maniaci indicated that LTAP has road grants for townships but has to have a high fatality rate. Their website has a list and we rank 280 and we don't qualify for the grant.

 

STOP SIGNS:                                    

Maniaci and Hittle indicated we need to get some stop signs.

 

TOWNSHIP MOWING 2016:     

Jerry Miller presented a proposal for mowing of township cemetery for 2016 at $464 per mow for period of 7 months. Fell motioned to accept the proposal and continue with Twin Hills Landscaping for our mowing of cemeteries for 2016. Maniaci seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.

 

CEMETARY:                                     

Fell indicated that at the township conference they spoke of mapping policy for cemeteries, spreading of ash policy and scatter gardens.

 

FIRE & EMS RUN REPORTS:

There was no Fire or EMS run reports available at the time of meeting. Will provide at next regular meeting.

 

EXECUTIVE SESSION:                

Maniaci motioned to move from regular session to enter into executive session for the purpose of   Compensation and promotion of employees with invitation to Fiscal Officer Baughman for attendance. Fell seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.

               

EXECUTIVE SESSION:                

Maniaci motioned to move out of executive session and back into regular session. Hittle seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.

 

EMPLOYEE COMPENSATION:                

Maniaci motioned to give Curtis a 5% raise effective February 1, 2016. Fell seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.

 

TRAINING:        

Maniaci indicated Troy was a good worker but asked Curtis to provide Troy some additional training on plowing of roads to help with him getting closer to the roads and to speed him up on improving his performance. Curtis indicated Troy just needs to use the hydraulics, and spreading of sand with backing up and sliding.

 

ROAD PRE-TRIP RECORDS:     

Curtis provided the trustees with pre-trip inspection records for filing.
